Fire department comes out to put out the fire, save neighbor's homes and handle the situation like they always have in the past. Then BILL the homeowner for their expense putting out his fire. Put a lien on the property if need be so he can't sell it unless the pays them first. Is this any different from me damaging my own car and having to pay out of my own pocket to get it fixed because I don't carry collision coverage on my own vehicle? [Yes, I do have liability insurance but not worth the cost of collision on car worth less than $2000.] Just my two cents.
